PUBLISHED July 12, 2005The Emergency Powers Regulations 1996 (No.3) reg.5(1) permitted the Governor of Montserrat to declare an area to be an unsafe area without requiring him at the same to exercise his power to direct that all unsafe areas be evacuated by a specified time and in accordance with specified procedures.
