In a case in which an offender had obtained social security benefits to which she was not entitled, and it was likely that she had known that she had no entitlement from the outset her offending amounted to making a dishonest statement or representation to obtain benefit contrary to Social Security Administration Act 1992 s.111A(1) rather than dishonestly failing to notify a change of circumstances affecting her entitlement to benefit contrary to s.111A(1A).
