Law and order is Cabinet priority

The cabinet agreed yesterday to make "safety and security" the main theme of what is expected to be the last session of parliament before a general election next may.

Ministers approved a queen's speech that will include six bills aimed at tackling law and order issues ranging from anti-social behaviour to global terrorism. The queen will open the new session of parliament on nov 23 amid a growing sense at westminster that the government is preparing for a spring election.
