Clarke backs down on anti-terror plan

Charles Clarke, the Home Secretary, has abandoned plans published just a few weeks ago to crack down on extremist preachers who "glorify" terrorist atrocities.

After criticism from opposition parties and civil liberties groups, the Home Office yesterday published a substantially watered-down measure for inclusion in a new Terrorism Bill to be debated by MPs when they return from their summer recess next week.
