PUBLISHED February 3, 1999The secretary of state had not acted unlawfully by producing a scheme, pursuant to the Criminal Injuries Compensation Act 1995, that categorised injuries into bands of seriousness. The decision to treat multiple sex attacks as a single incident was not irrational or unlawful.
